3 Step Plan for Fixing Governance on EOS. The end result will be BPs that ADD VALUE to EOS and that are geographically distributed (not centralized). Currently we have a geographic centralization of BPs who do not add as much value as other BPs outside the top 21. This is a less-than-optimum governance situation.

The current BPs in the top 21 may be resistive to long-term beneficial upgrades on EOS as these BPs are mostly just looking at the short-term benefits of vote rewards and vote sharing without adding significant value.
