Replaced boards. You can see some of the boards that were replaced in the level below the cameraman and reporter. One of the crime scene photos shows what looks like blood on the handrail by the stairs under where the cameraman would have been.
There’s been a lot of talk about the direction of the boards on the shooters video and the crime scene photos. In my opinion they both match. It does look like two different places until you see how it’s really put together. The angle of the camera to the post and side rail blocks our view of the 45° angle that makes up the transition between vertical and horizontal boards.
